Roughly 200 GB of GTA 5 source-code material from the 2023 Rockstar breach has reportedly made its way into public hands. Buried in that dump is the shelved Liberty City expansion, complete with a broader layout and districts that had never been seen outside the studio.
Naturally, that has kicked off speculation that Liberty City will resurface in GTA 6 instead.
Treat all of it as unverified. Rockstar has stayed completely silent on any Liberty City DLC, and what is circulating is leaked material rather than an official reveal.
Where the layout came from
The details come by way of X user TJGM, who was passed the information by Ook, a developer working with the World Travel modding team behind the Liberty City Preservation Project. Per that account, the leaked files contain an enlarged layout for the Liberty City expansion once planned for GTA 5, pieced back together from shoreline data.
TJGM suggested Rockstar most likely shifted the Liberty City DLC over to GTA 6 — again, a claim rather than a confirmation.
The layout in the leak also appears bigger than GTA 4’s version of Liberty City, a map that already seemed sprawling in its day. Judging by the fresh areas present in the files, Rockstar had gotten reasonably far along before shutting the project down.
GTA Online ate the expansion
Why did it die? For the same reason nearly every Rockstar single-player add-on has. GTA Online’s relentless momentum and steady support eventually convinced the company to halt work on the expansion.
The equation has shifted since then, though. Recent reporting points to a GTA 6 online component arriving in 2027, handing Rockstar breathing room it simply didn’t have ten years ago.
Take-Two has already confirmed that GTA Online will continue to be supported after GTA 6 arrives on November 19, 2026. Structurally, at least, that leaves the door open for a substantial Liberty City DLC.

Leonida is already enormous without it
Dropping the idea entirely and concentrating on Leonida remains an option for Rockstar. How far the expansion reportedly got hints that it may not be dead and buried, but progress on a cancelled project is not the same thing as a roadmap.
At the moment, the studio’s attention is on making Leonida the largest map in GTA history. Reports peg the GTA 6 map at twice the size of GTA 5’s and three times that of Red Dead Redemption 2.
In other words, even without a single street of Liberty City, it is already colossal.
Should a Liberty City DLC actually materialise, post-launch support would stretch well past anything Rockstar delivered for GTA 5’s campaign — an entire second city attached to a world that already doubles its predecessor.
