The federal prohibition on foreign-built robots that came into force on July 28 isn’t limited to Chinese humanoids. It extends all the way down to the vacuum you were about to order.
Most reporting glossed over that detail. What the Federal Communications Commission did was place “foreign-produced advanced robotic devices” on its Covered List, the catalogue of technologies “deemed to pose an unacceptable risk to the national security of the US or the safety and security of US persons.” Cybersecurity flaws discovered in robots made by Chinese firms supplied the rationale. The regulation itself draws no such national boundary.
What counts as a robot now
The wording deserves a careful read, because it casts a wide net. A covered device is “a mechanical mobile device, including autonomous mobile robots, humanoid robots, and quadrupeds” that travels over ground and operates either on its own or by remote human control.
Layer on three additional criteria and the net closes: sensors capable of perceiving the machine’s surroundings, network connectivity — Bluetooth or satellite links exceeding 200 kbps in either direction — and software or AI models running either onboard or in the cloud.
Now hold that checklist up against the robot vacuum on your shortlist. Sensors? Yes. Wi-Fi? Yes. Cloud mapping? Yes. Roborock and its Chinese rivals own that segment, and their latest hardware sits squarely inside the boundary.
The costlier loss is Unitree’s humanoids. Robotics labs snap them up on price, and researchers have deployed them for work that includes experimental robot surgeries. New models of those platforms are now unavailable.
Allies got caught in the same net
Germany, Japan and South Korea are robot builders too, and the ban covers them as well — even though the cybersecurity findings the FCC leaned on were specific to China.
One procedural detail deserves attention. The commission has no authority to expand the Covered List unilaterally; it must act on a “qualifying national security authority.” According to the agency, the White House “convened an executive branch interagency body” that “included appropriate national security agencies,” and that body made the risk determination.
The exemptions are stranger than the rule
To be covered, a robot must tip the scales above 4.4 pounds — docking station included, where one exists. So robotic toys are spared. Robot vacuums, by contrast, generally exceed that threshold rather than fall below it, which puts them inside the rule.
Only new models are affected. Anything already carrying FCC authorization remains on sale, and robots currently humming away in labs, warehouses and living rooms continue to function. The blocked category is the not-yet-authorized model due to ship next.
Out of scope entirely: trains, drones, underwater craft, and road-going “connected vehicles,” robotaxis among them. Drones were dealt with on their own track, via a separate import ban in December 2025. Also exempt is anything the Food and Drug Administration classifies as a device — surgical and medical robots, external limb prostheses, and mobility aids like wheelchairs.
Stationary and fixed robots escape outright. Industrial arms bolted to a factory floor are untouched, wherever they were made.
One escape hatch is notable. The Department of Defense — rebranded the Department of War under the Trump administration, and identified as such in the FCC’s paperwork — has the power to determine that a particular foreign robot, or an entire class of them, presents no security risk, and to strike it from the Covered List.
The domestic buildout the ban is betting on
The underlying wager is that shutting out imports drives manufacturing home. Parts of that shift are already underway. Agility Robotics, 1X Technologies and Figure AI are each sprinting to scale humanoid output in American factories, while Tesla has been redirecting capacity from its older electric vehicle lines toward the Optimus humanoid.
Boston Dynamics produces Atlas, the four-legged Spot and the wheeled Stretch at its primary site in Waltham, Massachusetts, and intends a substantial expansion of Atlas production under Hyundai Motor Company, which acquired full ownership in July 2026. Note where that parent company flies its flag: South Korea — one of the allied nations swept up by the ban.
Industry cheered. Researchers didn’t.
“This is one of the strongest technology-security actions in modern US history,” Evan Beard, CEO of Standard Bots, wrote in a LinkedIn post. “The message is unambiguous: robotics is a technology America must lead and own, and foreign-subsidized robots will not be allowed to unfairly dominate US robotics as they did solar.”
In a social media post, Rush Doshi, who directs the Initiative on China Strategy at the Council on Foreign Relations, described the move as “one of the most significant actions taken so far in support of the US robotics ecosystem.”
A number of robotics researchers and analysts read it differently, and their complaint concerns supply rather than sentiment.
“In the near term, the measure could slow US physical AI innovation by cutting startups and researchers off from future low-cost Chinese platforms before comparable Western alternatives exist,” said Georg Stieler, a global robotics advisor and managing director for Asia at Stieler Technology & Market Advisory.
American factories remain behind China at high-volume, low-cost production, noted Rueben Scriven, a senior analyst at Interact Analysis. “This announcement is more likely to inhibit the US humanoid robotics industry, as the presence of low-cost Chinese humanoid robots has been helping educate the US market through promotional and entertainment use cases, an effect this policy risks undermining,” Scriven said.
The drone ban is the tell
This experiment has been run before. Curbs on Chinese drone manufacturers such as DJI never yielded a US-based “competitive mass-market consumer-drone producer,” Stieler said. What emerged instead were fresh companies peddling “barely disguised versions of DJI technology” to sidestep the restriction.
Which leaves a straightforward takeaway. If a particular foreign-made robot is what you want, the unit on shelves right now is still legal to purchase and legal to keep running. It’s next quarter’s announcement you won’t be able to buy. Pick up the current generation now, or settle in to wait for a domestic substitute that the analysts closest to the manufacturing math don’t see arriving anytime soon.
