The wait is the whole problem

Interconnection queues in the US can swallow a decade or more of a new data center’s timeline. The reason is that utilities must demonstrate they can supply every customer even at the single worst moment of the year, “including on sweltering afternoons when air conditioners are running full tilt,” as Emerald AI CEO Varun Sivaram put it in a Fortune article.

One figure carries the whole argument: average grid utilization sits at just 50 percent. Should “AI data centers were flexible during the grid’s worst hours of the year, America could unlock 100GW on our existing grid for flexible data centers,” Sivaram wrote.

Generation, in other words, isn’t what’s binding. The bottleneck is a small number of hours annually when every air conditioner fires up simultaneously.

Built for a grid that doesn’t exist anymore

In its own blog post, NVIDIA describes the situation as a mismatch. American power infrastructure was built with “flat, static electricity demand” in mind — not computing facilities capable of throttling themselves on command.

AEMA wants to standardize the remedy: facilities that move computing workloads around, discharge stored energy and react to system contingencies. NVIDIA’s preferred description is a “controllable resource rather than an inflexible load.”

In practice that comes down to batteries that carry a site through peak periods, generation installed on site to support demand, and software capable of moving to “slow, pause or shift less urgent computing.” None of it is exotic. Hardware was never the difficult part.

What the rulebook would actually say

The principles AEMA has put forward cover “setting clear rules for facilities regarding staying connected during brief grid disturbances, reducing power use when needed and responding to emergencies.” Standardization would also extend to technical requirements, performance metrics and the sharing of operational data.

Utilities carry the other side of the trade: quicker grid connections, with the possibility of shared costs.

What it doesn’t touch

Study the proposal carefully and the omissions stand out. Pollution driven by these data centers’ energy appetite goes unaddressed by AEMA. So does the noise. So does the broader disruption felt by surrounding communities.

Just one item is on the table: speeding up connections in return for these facilities causing regional grids less trouble.

The deal is narrower than the packaging implies, and the moment it arrives in isn’t accidental. Public backlash against AI data centers has reached a volume where politicians are beginning to calculate what it means for their own re-election chances.

The lobbying arm says the quiet part

Sivaram makes no secret of the next step. “AEMA will press this case in state capitals and in Washington. Our ask of governors, regulators and federal policymakers is simple: offer data centers that commit to flexibility a faster and larger grid connection — and hold them to it,” he wrote.

That closing clause — “and hold them to it” — carries enormous weight. Enforcement is the whole question, and it’s the single element the coalition passes to regulators instead of resolving on its own.

For anyone living beside a proposed site, what’s being offered is a regional grid that strains slightly less on the year’s hottest afternoon. Whether that justifies jumping the queue is being debated in county meetings as we speak, and the temperature in those rooms suggests residents don’t value the trade the way the coalition does.
